Sir,
With reference to paragraphs 4 and 5 of my
confidential (2) despatch of 13th September, 1938, and
to the approval, conveyed in your confidential despatch
of 17th November, 1938, of my proposals for a Class I
grade in the Administrative Service in this Colony I
have the honour to recommend Mr. E. I. Wynne-Jones for
promotion to the vacancy caused by the retirement of Mr. G. R. Sayer, with effect from 29th November, 1938, and
Mr. H. R. Butters for promotion to the vacancy caused by
the retirement of Mr. W. Schofield, with effect from 18th
December, 1938.
2. Messrs. Wynne-Jones and Butters are the next in
order of seniority for promotion in the list of Class II
officers of the Administrative Service in this Colony.
They have respectively eighteen and seventeen years'
service and have already acted in various posts usually
filled by officers of Class I; their records are known to
you from annual confidential reports; and I consider them
now qualified for promotion in all respects.
